From around the first week of March 2017, we had made a number of telephone calls and sent around 600 emails to the confreres and Superiors of the rapist priest and to the hierarchy (including 3 Cardinals, 1 Archbishop and the Apostolic Nuncio to India) of the Indian Church as recorded in the above mentioned files, especially serial no. 04.
In their correspondence with us, not a single Cardinal, Archbishop or Vincentian priest including two successive Provincial Superiors and Superiors General expressed one word of regret or manifested any kind of concern or pity for the victims of the priest who are seeking justice.
The emails of those who responded show how they have absolutely avoided making any sort of commitment on meeting with us or in bringing Fr. Joby Kachappilly to justice canonically. One by one, they gave our emails the silent treatment.
For more than five months, we have been calling for the rapist to be arraigned before our team (which includes one of the victims of the priest) in Bangalore, India, and defrocked and laicized. Those requests have been completely ignored.
Meanwhile the perpetrator of these most horrendous crimes, from his hideout in Rome, shamelessly roams the world “ministering” to Catholics (in Canada, the U.S., Sharjah, the U.K.) It is impossible that he could continue to do so without the connivance of his Vincentian superiors in India. This issue, taken up in files serial no. 9, 10, and 11 will again be addressed in file serial no. 14.
The attitude of the Vincentian and Church authorities reveals their utter contempt for the pastoral concerns of the laity or their spiritual welfare in their letting loose a criminal priest among the unsuspecting sheep at their retreat centres worldwide.
As informed to the Church from the very beginning in respect of our intention in case they adopted elusive tactics, our team has now registered a complaint with the National Commission for Women, New Delhi.

We had repeatedly requested for a meeting with the Church at Bangalore in mid-May 2017 but they never so much as gave the slightest indication that they had heard us! After the mid-May deadline had passed, we postponed the requested meeting to mid-August. Once again, the request was completely ignored.
We also repeatedly let it be known that we would be
filing a First Information Report (F.I.R.) with the police in Bangalore to bring the rapist-priest to justice under Indian law after the fruitless correspondence with the Congregation and the senior-most Cardinals of the Catholic Church in India. That too had no effect.
Accordingly, we fixed our team’s meetings in Bangalore 13th to 19th August, 2017.
The father of one of the rape victims reached Bangalore to stand with us.
As it happened, one of our team had to leave for Germany on the morning of August 13.
However, the rest of our team took legal advice from a Catholic lawyer who agreed to be retained in case we need his intervention, and we prepared to file the F.I.R.
We then approached the police who heard us through and gave us assistance and guidance and we came away to prepare the typed covering letter for the submission of the F.I.R. and its submission next day.
At that juncture we received a call from the Church authorities asking us to hold on. They were coming to Bangalore to meet with us. How did they know that we were engaged in drawing the net in Bangalore? The Vincentians had been (as they had been for months) tracking the movements of the family of one of the victims. A parent of one of the victims had revealed under pressure from a priest that we were in Bangalore.
We took the decision to wait and see what they had to offer.
We booked a hall for a period of four hours at a neutral venue on the 18th of August.
Two more of our team could not attend the meeting as they had to give a programme in Hyderabad.
Three priests turned up to meet with us at Britto Hall, Ashirvad, St. Mark’s Road at 3:00 PM. They were

The meeting followed by tea lasted upto 5:00 PM.
Fr. Martin Palamattam did not reveal who deputed him to come to Bangalore, neither did we enquire.
About an hour into the meeting, Fr. Martin said he was “sorry” and Fr. James said he was “sad” for what had happened to the victims of Fr. Joby. And that was all of it.
Both priests repeatedly assured us that canonical action would be initiated against the rapist priest and Fr. Martin said that it might take 2 or 3 years. They however could not elaborate even a little as to what this canonical disciplinary action might entail or give a specific time frame.
On our part, our team repeatedly refused to accept a long wait and cautioned them that if they did not keep us informed of what they were doing at their end, we would be constrained to re-start legal proceedings against the priest and the Vincentian Congregation.
It will be done without prior warning to them.
When the priests kept saying over and over again that their internal procedures would “take time”, the victim-survivor and her father replied each time that we could help them speed up the delivery of justice by filing the F.I.R. with the police.
To underline our determination and intent, we gave them a printout of the response to our registered complaint as downloaded from the web site of the National Commission for Women along with their email of August 11 to us, and an eight-page colour printout (on this ministry’s letterhead) of some of the incriminating evidence of the criminal activity of Fr. Joby Kachappilly and his confreres such as Fr. Prince (John Puthanpurackal). This and other information we have so far withheld from publishing on our web site.
When the Vincentian priests said that we could trust them to come good on their assurances, I said that I simply do not anymore!
We agreed to give them some time to initiate proceedings and get back to us only because the Church had deputed Fr. Martin to meet with us.
Fr. James Kallumkal requested the rape victims to send him a formal written complaint. They have done so:

Further to the verbal complaint given to Fr Paul Puthuva VC by Fr. Vimal Varghese on 4th January 2016, the repeated written complaints given to you by Mr. Michael Prabhu, Chennai on our behalf with our consent from the first week of March to the first week of August 2017 and the direct meeting held on 18th August, 2017 in Bangalore; we are hereby formally submitting to you a written complaint expecting you to take the necessary disciplinary canonical action against the accused immediately as assured by you during the meeting, with regard to the subject mentioned serious crimes; as already intimated to you by the above-mentioned Mr. Michael Prabhu, since the church authorities and the Vincentian Congregation have earlier ignored all submissions by him, on our behalf, over the last five months failing to result in any kind of investigation and disciplinary action.
We hope that you will keep us informed about the assured immediate disciplinary canonical action against the accused from time to time.
