Fr. Joby Kachappilly continues to hang out at Ramsgate in the U.K. despite the “documentation” provided to me by his Provincial Fr. James Kallumkal vide a letter to the priest (see file no. 14) declining him permission to leave Rome and go to the U.K. for “preaching ministry” at their retreat centre in Ramsgate. Either the letter is a humbug or the rapist-priest doesn’t give a damn for his superiors. Our enquiries reveal that the rapist is at Ramsgate since at least two months and has been preaching alongside a senior priest Fr. George Panackal VC who has contacted me several times over the ‘phone from Ramsgate (see file no. 14) requesting me to withdraw these reports from my web site and offering to reimburse the expenses incurred by me if I did so.
On September 3, 2017 Fr. James Kallumkal wrote to the family of one of the victims of Fr. Joby:
Dear Mr. xxxxxxxxx,
Hope you are keeping fine.
This is Fr. James Kallumkal VC. I sent you an sms telling that the formal complaint was received.
As I agreed I have constituted an Enquiry Committee with three priests.
Fr. Philip Thayil VC, Fr. Martin Palamattam and Fr. John Kochupura CST.
I could appoint them only on the first of September.
On August 24 a priest from this community died on a road accident. We had to be after that for two three days. Then I had to get permission from the superiors of other priests to appoint them. Before that they must agree to do the work.
The committee will start wok (sic) soon and they will be contacting you to fix a date for your statements. They are given three months to finish the work.
I had informed these things to Mr. Michael Prabhu. I thought he would have informed you. Anyway I shall be informing you of the progress of things.

The Committee is planning to hear you and the complainant 1 and 2* at the earliest. Please suggest 3 dates after September 21, 2017. We suggest Marymatha Provincial House Angamaly as the venue of meeting.

Disgusted with their delay tactics, the victim responded to the Provincial on behalf of her father after consultation with our team:

This is in response to the mail sent to my father, Mr. xxxxxxxxx, by you.
It will not be possible for us to meet your committee in Angamaly.
I first gave my verbal complaint through Fr. Vimal Varghese on 4th January, 2017. This followed the repeated written complaints given to you by Mr. Michael Prabhu, Chennai on my behalf with my consent from the first week of March to the first week of August 2017 and then the direct meeting held on 18th August, 2017 in Bangalore. It has now been 9 months. In fact, the world knows about the case. And the Vincentian Congregation still wants to hold a meeting to “hear the complaint”. If this is how lengthy the canonical procedure is, what is the guarantee that I or any of you will live to see that justice is served to us in our lifetime. Moreover, we have handed over our evidence to you. The culprit Fr Joby Kachappilly VC is definitely NOT an innocent man. YOU and THE VINCENTIAN CONGREGATION KNOWS IT, Father. Why are we then wasting time?
From here on, kindly ensure that the future correspondence of this case is carried out with Mr. Michael Prabhu who is officially handling my case. Thank you.

Note that none of the newly-constituted “Enquiry Committee” has made any attempt to contact this writer! Fr. Philip Thayil VC has written to a victim’s parent. Fr. Martin Palamattam, the Church’s official appointee (Judicial Vicar, Syro-Malabar
Church) who came from Delhi/Gurgaon to meet with the victim, her father and our team at Bangalore on August 18 (see file no. 13) has not ever communicated with me either. Neither has the third member Fr. John Kochupura CST.
Fr. Martin Palamattam had been provided enough of incriminating evidence both orally as well as in print on August 18 at Bangalore.
However, other lay individuals continue to contact the victims on behalf of the Vincentians (see file no. 21). One wonders how they obtain the victims’ mobile numbers and email ids!
