Please share this email with Fr. John Kochupura CST who is a member of your “Enquiry Committee” on the Fr. Joby Kachappilly VC rape case. He has not contacted any of us and so we do not have his email address.
For your convenience, I have copied below only all the relevant correspondence* between us over the last few weeks.
EVEN AFTER 40 DAYS, YOU HAVE STILL NOT ACKNOWLEDGED THE FORMAL COMPLAINT DATED AUGUST 20 LODGED BY TWO VICTIMS OF THE RAPIST. The Complaint had been given to you as per the request that you had made personally to one of the molested girls during the meeting of our team with you, Fr. Martin and Fr Francis Naduviledath VC in Bangalore on August 18.
The letters dated September 7, 12 and 26 from you and Fr. Philip Thayil to the father of one of the raped girls are also copied below. However, although I am the individual who is pursuing justice on behalf of the victims, I have not received any communication from any of you during the whole of September. Your last letter to me, Fr. James, is dated August 30, also reproduced below for your access.
Though we have all met face to face and given you enough of evidence in hard copy which in fact you were already to a large extent aware of, you are still in the process of instituting an “enquiry” against the criminal predator priest who is roaming free doing healing and preaching “ministry” in Ramsgate in the UK. And, as I said earlier, you have not had the courtesy to acknowledge the complainants’ letter. Considering all of that, I saw no reason to respond to your email of August 30 to me. You all do not appear to be sincere at all and are only buying time and hoping this will all go away. It will not. Just on the day when we were physically filing the F.I.R. with the police in Bangalore, one of you contacted one of the victims and requested us not to go ahead with the filing as you all had agreed to our demand for a meeting in Bangalore. That is why the F.I.R. was/is not filed. As yet.
Meanwhile lay people unconnected to the matter have been troubling the victims and their families by personal visits to their homes, emails and phone calls to induce them to withdraw the case.

You are aware from my earlier reports that ex-Vincentian priest Shibu Kalamparambil offered to speed up our pursuit of justice. We have not taken him up on it. Yet. I wonder exactly what a study of his book “Here is the Heart of a Priest” will throw up.
Your Fr. George Panackal requested me long distance from Ramsgate to dissociate myself from Mr. Shibu as his intentions were ignoble, not like mine, he said. However the same Fr. Panackal offered to reimburse all our expenses incurred on this case only on condition that I pull all the related reports from my web site. That was, in plain English, a bribe. You people on the other hand did not even consider offering to compensate us financially when you are aware that several of us had journeyed to Bangalore to meet with you, incurred cab expenses, and that we had also paid the Ashirvad management for the hall where we had met on August 18. The Congregation is minting money from its retreat centres worldwide; where is all that money going? To men like Fr. Joby to travel overseas and take women up and down with him as we know he has been doing?
I must also inform you that because there has been abysmally little progress with your Provincial Superior predecessor and you in the case since I took up the matter in March 2017 (SEVEN months ago), I am now constrained to begin publishing a whole slew of reports on the scandals and court cases of the Divine Retreat Centre, Muringoor. I have been preserving this information and documentation carefully since the mid and late 1990s and had not put them online for the sake of the Church. I do not see any reason anymore to conceal what I know. Things have only gotten much, much worse.
My forthcoming reports will underline that sad reality. The “charismatic” Vincentian Congregation, to which you all belong, judging by the behaviour of those we have interacted with, appears to be rotten to its very core and should be derecognized if not very severely disciplined.
Since the Gurmeet Ram Rahim Baba rape case came to justice before the judiciary only after a letter to the Prime Minister Mr. Narendra Modi, I was considering writing to him as the only alternative left when I received a communication (dated August 16) from the National Commission for Women (NCW), Delhi just today.

The communication from the NCW will be released tomorrow online as file serial no. 22. It consists of a letter from the NCW to Mr. T.K. Rajendran, Commissioner of Police, Chennai instructing him to “look into the matter and take appropriate action in accordance with law” against our petition of July 27 to the NCW against Fr. Joby Kachappilly VC and the Vincentian Congregation. The wheels of justice on earth and in heaven grind slowly, but in the end, justice is served.
In a couple of days, I will be writing to the Commissioners of Police, Chennai and Bangalore, and to the NCW. What do you suggest that we say to them?
One of our very first requests to your Congregation had been for you to summon Fr. Joby Kachappilly VC to India and have him arraigned before his victims. However, your Congregation has colluded with one another to permit him to remain overseas in Europe having a good time and probably seducing more women all the while. I hope that someone will come forward and help us to contact and warn the unsuspecting Catholics of Bath Road-Hounslow, Ramsgate, etc. against this serial sexual predator in their midst and against your corrupt and dangerous Congregation.
I request you to please stop playing games with us and convince us that you are dead serious about immediately summoning to India and defrocking and laicizing Fr. Joby Kachappilly VC.

Vimal Varghese on 4th January 2016, the repeated written complaints given to you by Mr. Michael Prabhu, Chennai on our behalf with our consent from the first week of March to the first week of August 2017 and the direct meeting held on 18th August, 2017 in Bangalore; we are hereby formally submitting to you a written complaint expecting you to take the necessary disciplinary canonical action against the accused immediately as assured by you during the meeting, with regard to the subject mentioned serious crimes; as already intimated to you by the above-mentioned Mr. Michael Prabhu, since the church authorities and the Vincentian Congregation have earlier ignored all submissions by him, on our behalf, over the last five months failing to result in any kind of investigation and disciplinary action.

It will not be possible for us to meet your committee in Angamaly.
I first gave my verbal complaint through Fr. Vimal Varghese on 4th January 2017. This followed the repeated written complaints given to you by Mr. Michael Prabhu, Chennai on my behalf with my consent from the first week of March to the first week of August 2017 and then the direct meeting held on 18th August, 2017 in Bangalore.
It has now been 9 months. In fact, the world knows about the case. And the Vincentian Congregation still wants to hold a meeting to “hear the complaint”. If this is how lengthy the canonical procedure is, what is the guarantee that I or any of you will live to see that justice is served to us in our lifetime. Moreover, we have handed over our evidence to you. The culprit Fr Joby Kachappilly VC is definitely NOT an innocent man. YOU and THE VINCENTIAN CONGREGATION KNOW IT, Father. Why are we then wasting time?
From here on, kindly ensure that the future correspondence of this case is carried out with Mr. Michael Prabhu who is officially handling my case. Thank you.
